| 摘 要： | 黑龙江地区社会经济发展的历史过程中曾经有过繁荣发展时期。清末民初的中央和地方政府调整了满洲边疆的封禁政策,审时度势,制定并实施了＂弛禁＂、＂全部开禁＂、移民实边、工商各业全面开放等有利于当时黑龙江地区经济发展的方针政策,从而使社会经济得以迅速发展。
