摘    要:国际上通用的项目管理咨询服务内容包括设计准备、设计、施工、动用前准备以及保修五个阶段,在各阶段要做投资控制、进度控制、质量控制、合同管理、信息管理以及组织协调六个方面的工作,而我国的建设监理直到现在还主要是负责施工阶段的质量控制工作。本文试图把工程咨询任务作了一定的调整与优化,把其工作分成了两个层次,上层作项目整体策划和项目控制,另一层作纯粹的施工质量监理,从而,提高了项目管理组织运行的效率,进而

Abstract:The general PM service in developed countries includes the tasks during the five stages, preparation for design, design, construction, preparation for use, maintain. In each stage, the six tasks, cost control, quality control, time control, contract management and the organization coordination, should be done, while there is only the quality control considered in most projects in China. We attempt to adjust and opatimize the tasks in this paper. That is, the organization is divided into two layers, those in charge of the project planning and control as the upper, and those only do the quality control as the second layer. Therefore, the efficency can be improved and the project can be completed better.
