| 摘 要： | 随着电信行业物资供应买方市场的形成,电信企业时通信物资采购的品种、质量、价格等都具有了充分的选择权.但是,随着卖方市场竞争的加剧,物资采购过程中投机、欺诈、隐形促销等不规范行为,甚至腐败行为时有发生.电信企业必须抓住采购工作的关键环节,从制度建设和人员素质入手,对物资采购实施有效的监督与管理,才能确保物资采购工作的顺利进行.
