高速公路BOT融资问题与对策研究

BOT融资模式是解决我国高速公路建设资金供求矛盾和改善投资效率的重要方略。文章在分析高速公路BOT融资方式及其优势的基础上，通过总结我国高速公路BOT融资的实践，发现了高速公路BOT建设中所存在的法制缺失、民营资本进入壁垒、风险分担机制不健全等问题，认为应当通过完善BOT法律和制度建设、加强民间资本参与的高速公路投融资体制改革、建立政府和投资者之间的合理风险分担机制等措施予以解决。

On BOT Financing Issues of Expressway and Its Countermeasures
