从习俗与惯例中考察藏区草场纠纷行为

本文从制度主义的视角考察了当代藏区草场纠纷问题，认为改革后牧民的行为模式在很大程度上回归于传统习俗与惯例的规约之下，有时与国家的行政法期．发生抵触，并且在当下的勘界与草地产权改革中也存在一些沟通与理解的障碍，因此，需要建立国家正式组织系统为代表的制度权威与民间社会组织系统为代表的民间权威之间的良性互动关系。
