基于公共产品和服务提供的复合治理结构考察

复合治理是新区域主义框架下基于区域治理主线破解现实区域经济问题的流行思路，调强通过政府职能转移和公民社会组织的事权获得和执行来弥补政府失灵和市场失灵。基于提供公共产品和服务职能转移的分析表明：由政府和公民社会组织协作提供公共产品和服务的复合治理结构可以提升公共产品和服务供给的数量和社会主体的福利，公开招投标是复合治理框架下政府职能转移最有效的方式；复合治理结构的建构，需要建立科学、公平的谈判机制和福利分配机制，政府要加强对公民社会组织的监督和考核，公民社会组织要加大信仰建设力度，还应积极推进政府职能转变和机构改革。

Compound Governance Structure Inspection Based on the Supply of Public Product and Service

Compound governance is one of the most important governance structures to solve problems of traditional administrative division within the framework of new regionalism and regional governance and highlights the use of governmental duty transfer and the civic social organization right acquirement to make up governmental failure and market failure. The analysis based on the supply of public products and duty transfer of service shows that the compound governance structure of public products and service provided by the cooperation of government and civic social organization can improve the quantity of public product and service supply and the welfare of social main body, that publicly inviting and submitting the bid is the most effective method of governmental duty transfer under compound governance framework, that the construction of compound governance structure demands the establishment of scientific and fair welfare distribution mechanism, that governments should consolidate the monitoring and examining civic social organizations, and that civic social organizations should enhance belief construction and actively boost government duty transfer and institution reform.
