| 摘 要： | 高危行业有狭义的高危行业与广义的高危行业之说。监督过失理论既是高危行业在动态的守法领域的延伸、拓展和应用，又是对风险社会高危行业的呼应、落实和证成。高危行业监督过失理论经历了三大历程：旧过失论、新过失论和新新过失论。高危行业监督过失理论依据应是新新过失论。

| Abstract: | High-risk industry has its broad and narrow understandings. And the theory of supervisory negligence is not only the dynamic extension, development and application of it, but also the echoing, implementation and justification of it. The high-risk industry supervision negligence theory has experienced three major course： theory of old negligence, theory of new negligence and theory of newer criminal negligence. The supervision negligence theory of high-risk industries is based on theory of newer criminal negligence. |
