高校学术权力与行政权力协调运行的几点思考

当前，“去行政化”成为社会关注焦点，是完善高等教育管理体制改革的重要组成部分。从高校内部看，去行政化的关键在于协调好学术权力与行政权力之间的关系，在明确学术权力和行政权力关系和职责的基础上，以“党委领导，校长治校，教授治学”方式处理学术和行政事务，坚持学术本位，健全管理机制，加强民主建设，强化行政管理的服务效能，形成两者之间的有机分工、合作与制约。

Well-Coordinated Operation of Academic Power and Administrative Power in Universities

Decentralization of administrative power in universities has drawn the public＇s attention for it is one of the important means that facilitate reforms and improvement of the university administrative system. With on- ly the universities taken into consideration, the key to decentralization of administrative power is to well coordi- nate the relationship between academic power and administrative power. To coordinate the relationship, sugges- tions are given here： The responsibilities of the two powers should be identified first; academic and administra- tive affairs should be managed on the principle that the president is in charge of administration under the lead- ership of the Party Committee, and that professors have a final say on academic affairs. The priority of academy should be stressed, the management system should be improved, academic and administrative democracy should be advocated, the service efficiency of administrative management should be improved, and the two powers, with their responsibilities clearly defined, should be cooperative but checked by each other.
