摘    要:铁路是典型的网络型基础产业,存在着大量由铁路运输企业共同使用的共用性财产权利。合理配置共用性财产权利,是推进我国铁路经营体制机制转变的前置条件,也是我国铁路经营体制机制顶层设计的内在要求。为切实落实铁道部党组推进我国铁路转换经营体制机制的战略部署,有效配置共用性财产权利,实现经营管理权重心的下移,一是要明确界定铁道部与铁路局的共用性和专用性财产权利边界;二是要合理调整组织边界,构建权责明确的市场经营主体;三是要完善相应的管理制度和激励约束机制安排。

Abstract:Railway industry is a typical network type infrastructure with a lot of enterprises using the same public property.Rational allocation of public property is a prerequisite of railway operation mechanism shift and also is the inherent requirement.In order to implement the strategic layout by the Ministry of Railways to effectively utilize property and realize management right implementation,it is important to determine the boundary of public right and special property right between the ministry and railway bureaus and rational adjust operation boundary to clarify the market player and improve correspondent management system and incentive and restraint system.
