| 摘 要： | 推进铁路制度创新,转变铁路体制机制,是提高铁路监管效率、运营效率和综合效率的必由之路。我国铁路体制改革的基本发展方向是：第一,推进铁路＂政企分开＂,构建异体独立监管机构;第二,推进铁路产业重组,构建适应市场经济需要的铁路运输企业;第三,推进综合交通体系建设,构建部委间协调机制。

| Abstract: | It is the inevitable road for railway industry to push forward railway system innovation and shift railway system to improve railway supervision efficiency,operation efficiency and comprehensive efficiency.The basic orientation of railway system reform is firstly,to push forward the separation from government function and enterprise function with independent supervision agency,secondly,push forward railway industry restructuring to construct railway enterprises adapting to the market economy,thirdly,to develop comprehensive traffic system. |
