公共部门收费的理论与实践问题探索

我国作为世界上最大的发展中国家 ,在改革政府收费制度方面 ,有必要借鉴西方国家公共部门收费的理论和经验 ,并结合本国的实际 ,对公共部门收费的范围、收费立项及收费标准的确定、收费收入的管理、收费权限的划分等实施根本性的变革 ,以推动我国公共部门收费的法制化、规范化 ,并提高公共部门收费的透明度 ,改变公共部门收费混乱的局面。

A Discussion on the Fee-collecting Theory and Practice in Public Departments

As the largest developing country,China should draw the lesson and experience from western countries about fee collecting in public departments.This essay suggests the fee colleting scope,fee collecting item,fee collecting standard and fee collecting income management as well as fee collecting right division should be reformed so that the fee collecting can be known openly and the disorderly fee collecting can be controlled.
