对偏远农村地区推广助农取款服务工作的调查与思考

随着经济金融的健康、快速发展,以及支付技术日新月异的变化,我国城镇支付服务水平不断提高。但在广大的农村地区尤其是偏远农村地区,其支付服务环境相对落后,亟待改善。2011年7月开始,各银行业金融机构开展了全面推广银行卡助农取款服务工作,以满足偏远农村地区各项支农补贴资金、日常小额取现、余额查询等基本金融需求。本文通过调查某偏远县推广银行卡助农取款服务工作情况,指出了偏远农村地区推广助农取款服务存在的问题,并针对存在的问题给出了相关政策建议。

Survey and Thinking on the Promotion of Service that Help Farmers to Withdraw in Remote Rural Area

With the healthy and fast development of economic and finance, the payment service level has been improving on and on in cities and towns in China according to the dramatic changes of payment technologies. But in the vast rural areas, especially in remote rural areas, the payment environment is relatively backward, and is badly in need. Beginning in July 2011, the banking financial institutions have been popularizing the work on helping the farmers to withdraw to satisfy the base demand on support agriculture subsidies, daily petty cash withdrawal, and the balance inquires. Trough the survey to how it popularizes the help-farmer withdrawals by bank card for some county in remote area, this paper points out the existing problems in promotion of the help- farmer withdrawals, and put forward the relevant policy recommendations.
