| 摘 要： | 直隶总督方观承在直隶进行了常平仓、义仓、社仓和营仓建设，使直隶仓储遍及农村、城镇乃至军队当中；对于保障直隶普通百姓灾后生活、发展农业生产、免除兵丁疾苦以及平抑物价都起到了一定的作用，一定程度上维护了当时社会秩序的稳定。
