完善地方政府金融管理体制研究

地方政府金融管理体制是我国金融体制的重要组成部分。目前我国地方政府金融管理实践中还存在着重复监管、监管盲区、责权不对等、职能混淆等问题,基于对当前地方政府金融管理体制缺损主要原因的分析,借鉴国外经验及寻求理论指导,本文建议从中央地方政府统分结合、金融发展与风险防范关系、需求角度及基础性制度安排等方面入手,逐步完善地方政府金融管理体制。

Study on Perfecting Local Government Financial Management System

Local government financial management system is an essential constituent part of China’s financial system.Some problems such as repeated supervision,supervision blind spot,mismatch of power and responsibility,and function confusion still exist in the practices of local governments.Based on the analysis of main reasons for lack of current local government financial management system,coupled with ideas learned from foreign experience and theory guideline,this paper suggests that gradually perfecting local government financial management system could be started with several measures including combination of centralization and decentralization of central and local government,relationship between financial development and risk prevention,demand and foundational system arrangement,etc.
