由于我国以往农业发展的目标并不在于扩大出口,对扩大农产品出口缺少理论和经验指导,加之近年来主要贸易国技术壁垒的影响,入世后我国农业出口形势并不理想。政府牵头资助促进出口无疑是扭转形势的重要途径,但对于我国而言,政府促进农产品出口尚属新鲜事物,在具体的操作上缺乏实际经验,因此急需借鉴别国的成熟做法。美国是世界上农产品出口大国,也是出口促进政策体系最为完备和成功的国家。深入研究美国农产品出口支持措施,为我国制定贸易政策,促进我国农产品出口具有借鉴意义。

American Agriculture Products Sustaining Measures and the References for China

After china's entry into WTO, the situation of agricultural export does not go smoothly, especially for pork and fruits. The main reasons are as follows: firstly, aim of China's agricultural policy is not at export; secondly, it lacks for the guidance of theory and experience; and at last, agricultural export is restricted by TBT. Government plays an important role in supporting agriculture products export. But government's involvement is a new thing in china and lacks practical experience. So China needs use other country's experience as references. America is the most important and very successful export country in the world mainly because it has most self-contained export promote policy systems. Studies on American agricultural products sustaining measures can not only help us to understand American export policy, but also can refer for enacting china's trade policy and promoting agricultural products export.
