| 摘 要： | 公用事业市场化改革中的产权制度安排,一直是理论界关注的热点,同时也是公用事业市场化改革中分歧最大的问题。从国内外关于公用事业产权改革的现状及成败看,产权私有化任其发展会导致非常危险的结果。既要保证公用事业的公共利益,又要保证市场化改革的效率,这是公用事业产权改革的基本原则与目标。

| Abstract: | The property right system in the market-oriented reform of public utilities has always been the focus of the theoretical circles and the divisive issue.From the present situation and the success of the home and abroad property rights reform on the public utility,private property rights of the public utility will be very dangerous.It is the basic principles and objectives of the property right on public utilities reform which to ensure the public interest of the utilities and also guarantee the efficiency of market reform. |
