征地补偿机制的完善及对策

目前,我国在征地补偿制度中存在着诸多问题,已成为构建和谐社会面临的突出问题。政府对征地补偿的计算应当综合考虑土地区位条件、投入情况、耕地用途以及预期效益、当地城镇居民生活保障水平和农民未来发展的需要等因素。在征地补偿的方法上应进行改进,科学制定征地补偿费标准,要研究农用地分等和估价成果、产能核算成果的应用,为土地管理的数据管护向质量管护转变提供依据,为土地管理立法提供参考。

Improvement and Strategy on Compensation System of Land Requisition

Now,the problems existed in compensation system of land requisition have become the main obstacles of constructing har-monious society in China.The government should comprehensively consider the factors when calculating compensation of land requisi-tion,such as location condition of land,investment,usage and expected benefits,local residents' life security,and need of farmers' future development,etc.Accordingly,the government should improve compensation method of land requisition,settle compensation standard scientifically,research applications of grading and evaluation results on farmland and accounting of productivity,and provide basis for land management from data to quality and reference for land management legislation.
