加强城市外来人口的管理

改革开放以来 ,我国城市外来人口不断增加 ,引起了一系列的问题。虽然传统的城市户口二元化管理的改革势在必行 ,但是对外来人口的管理的加强 ,也是必然的。作者通过对广西、广东、海南以及重庆等公安部门的调查 ,找出了我国城市外来人口管理存在的问题以及原因 ,并提出建立健全外来人口管理体系应该加强党政领导、调整管理思路、确定管理原则、探索管理方式等对策和措施建议。

Strengthening management of city immigrants

With the simpplementation of reform and open-up policy,migrating population flood into cities and towns and gradually loosen the root of residence registration system that used to fixing the residence of citizens in both rural and urban China.With the well pronounced lifting of residence registration system and roaring spelling of accelerating urbanization across China,the management of immigrants in cities is set on agenda.This paper puts forward 13 suggestions and countermeasures to deal with it by analyzing surveyed data from Guangxi Zhuang Autunomus Region,Guangdong Province,Hainan Province and Chongqing Municipality
