论市场化条件下政府职能的转变

政府不介入具体经济活动是有条件的,只有在市场经济条件下,只有在私有产权的情况下,政府才有可能不介入具体经济活动。我们提出转变政府职能,这是对的。但是明白转变政府职能的前提条件,却是更为深层次的问题。你要搞公有制、搞国有经济,那么行政审批、政企不分就少不得,政府就不能不介入具体经济活动,政府职能就不能根本转变。
