重构地方财政收入体系——对当前宏观调控的反思

当前,我国宏观调控出现了新的特点,中央政府对于地方政府的行政监督作为一种强力手段介入了宏观调控。这种调控方式虽然取得立竿见影的效果,却掩盖了经济发展和政府治理中的一些深层次矛盾,因此不具有持久性。基于上述考虑,本文提出了重构地方财政收入体系的政策建议。

Rebuilding the System of Local Government Revenue——Introspection of the Current Macro-regulation

Local government is under the powerful administrative supervision of central government in the current macro-regulation in China,which is a new phenomenon.Although this new way of macro-regulation obtains instant effect,some profound problems in economic development and government administration remain under cover.Thus this way of macro-regulation is just a temporary choice.Thinking from government administration alone,a fundamental problem is that the composition of local government revenue has great defects,which make the benefit of local government deviate from the purpose of macro-regulation,and lead to the failure in performing of the macro-regulation policy finally.According to this,the paper gives policy suggestions of rebuilding the system of local government revenue.
