蓝色硅谷：引领青岛实现蓝色跨越的战略基点

新一届青岛市委提出：高水平规划建设蓝色硅谷，整合海洋科技资源。充分发挥驻青国家和国际海洋科研机构作用，促进创新要素集聚，全力打造国际一流的海洋科技研发中心、成果孵化中心、人才集聚中心和海洋新兴产业培育中心，在大青岛东部尽快形成滨海科技新城。这是彰显蓝色经济核心优势，加快建设中国海洋经济科学发展先行区、山东半岛蓝色经济核心区、海洋自主研发和高端产业集聚区、海洋生态环境保护示范区的战略举措。可以说，蓝色硅谷是青岛实现蓝色跨越、建设蓝色领军城市的战略基点和关键支撑。

Blue Valley: A Strategic Base Directing Qingdao to Realize the Blue Outperformance

The Blue Valley is a hi-tech industrial area that takes ocean science and technology as its special characteristics. Through constructing the Blue Valley, Qingdao aims to implement the national ocean strategy in the forthcoming period, speed up the realization of the new strategic blueprint of constructing the Shandong Peninsular Blue Economic Zone, further boost China’s innovative ability in the field of ocean science and technology, promote Qingdao’s city competence, and build a rich, civilized and harmonious modernized international city. Therefore, the construction of the Blue Valley has become a core mission of the municipal government of Qingdao and the provincial government of Shandong. In the construction of the Blue Valley, Qingdao will adhere to the principle of "establishing the valley through science and technology, invigorating the valley through innovations, rejuvenating the valley through industry, boosting the valley through opening, and constructing the valley through ecology." All efforts will be made to turn the Blue Valley into an international center of ocean science, technology and education, a national demonstration area of independent innovations in ocean science, national demonstration base of ocean hi-tech industry, an engine of the Shandong Peninsular Economic Zone, and a coastal sci-tech new city in eastern downtown Qingdao. Therefore it can asserted that the Blue Valley will become the strategic base and key support for Qingdao to realize the blue outperformance and the building of a blue leading city.
