老工业基地的调整和改造,是世界上发达国家都经历过、现在仍在经历着的重要课题。中国老工业基地的形成和振兴与那些发达国家相比(如德国鲁尔工业区),在政府环境方面存在着许多差异,但他们实践所取得的经验教训、比较成功的做法值得我们借鉴。

Effect of the Government Environment in the Development of the Traditional Industry Base--The useful experiences of the Ruhr

Almost every developed country in the world has experienced and is experiencing an important task-the adjustment and the rebuilding of the traditional industry base. Compare with the tradtional industry bases of developed countries (The Ruhr industrial park), the China traditional industry base has many differences in the aspect of the government environment. But there are still some useful experiences, lessons and some successful cases which are worthy to us.
