中国农村社会养老保险制度研究文献综述

2009年9月1日国务院发布了《关于开展新型农村社会养老保险制度试点的指导意见》,着手建立针对农民的以"保基本、广覆盖、有弹性、可持续"的新型养老保障制度。通过对我国学术界关于农村社会养老保险制度建设,如"农村社会养老保险制度建设势在必行"、"农村养老保险制度中政府监管责任与财政责任"、"农村社会养老保险制度的模式选择"、"农村社会养老保险基金运营管理"、"部分省份农村社会养老保险制度的建设"等相关问题的理论探讨进行了文献综述,进而阐述我国农村社会养老保险制度建设的取向。

A Summary on System of Rural Social Endowment Insurance in China

In 2009, Chinese Government formulated ＂the Guidelines on developing system of rural Society endowment Insurance＂, starting out to establish a new endowment insurance system with keynotes of ＂fundamental guarantee, wide spread, flexibility, sustainable＂. The paper summarizes the documents of theoretical discussions on the issues of establishing new rural social endowment insurance system in China＇s academic fields, such as Inevitability of Establishing Social Endowment Insurance System in China＇s Rural Areas, Official Supervised and Fiscal Responsibilities in the Rural Endowment Insurance System, Selecting Pattems of rural Social Endowment Insurance System, Operating and Managing rural Social Endowment Insurance Funds, Establishment of Rural Social Endowment Insurance System in China＇s Partial Provinces and so on. Moreover. the paper introduces the orientation of establishing new rural social endowment insurance system in China.
