安徽省地方政府绩效评价体系构建与实证分析

摘    要:设计并应用由3个一级指标、9个二级指标、27个三级指标构成的安徽省地方政府绩效评价指标体系,对安徽省2004年实际数据进行实证研究,结果表明安徽省地方政府需要在经济水平、公共服务、资产管理、人力资源、行政状况方面改进工作,以提高政府绩效。

Abstract:The achievement evaluation system index which includes three first-level indexes,nine second-level indexes and twenty-seven third-level indexes are constructed.Based on the actual data in Anhui Province in the year of 2004,an empirical research was conducted to show that Anhui Provincial government should improve the achievements evaluation index system in the following aspects: the economic level,public service,capital management,human resources and administrative conditions to promote government achievements.
