环境规制对南通市制造业绿色技术创新能力的影响效应

基于南通区县数据和面板模型，实证检验环境规制对南通市制造业绿色技术创新能力的影响效应。结果显示：南通市各地区间制造业绿色技术创新能力呈现阶梯式分布，地区间差距逐渐缩小；强化环境规制对制造业绿色技术创新能力具有显著正向效应；经济发展水平、人力资本等变量对制造业绿色技术创新能力有着不同程度的促进作用，外商直接投资表现为抑制作用，财政分权未能通过显著性检验。据此，从环境规制监管体系、联动式环境规制网络、差异化环境规制政策等方面提出针对性建议。

The Impact of Environmental Regulation on the Green Technology Innovation Ability of Nantong Manufacturing Industry

Based on Nantong district and county data and panel model, the impact of environmental regulation on the green technology innovation ability of Nantong manufacturing industry is empirically tested.The results show that the green technology innovation capability of manufacturing industry in Nantong city presents a step distribution, and the gap between regions is gradually narrowing. Strengthening environmental regulation has a significant positive effect on manufacturing green technology innovation capabilities. Economic development level, human capital and other variables have different degree of promoting effect on the green technology innovation ability of manufacturing industry, foreign direct investment shows a restraining effect, and fiscal decentralization fails to pass the significance test. Accordingly, some suggestions are put forward from the aspects of environmental regulation supervision system, linkage environmental regulation network and differentiated environmental regulation policy.
