发达国家温室气体减排态度分析

在温室气体减排上,发达国家与发展中国家的矛盾焦点表面来看主要集中在减排目标、资金援助和技术支持方面,但其深层次的分歧则在于对减排利益的权衡与争取。通过建立减排压力与动力指标,从减排压力、减排能力与减排政策立场三方面,将减排态度划分为推动者、旁观者、中间摇摆者和拖后腿者四种类型。选取主要温室气体排放的发达国家和地区,分析得出以欧美为主的这些发达国家和地区的减排态度类型,为中国等发展中国家的温室气体减排策略提供参考。

Analysis on the Attitudes toward Greenhouse Gas Emission Reduction in Developed Countries

On the greenhouse gas emission,the contradiction between developed countries and developing countries nominally focuses on emissions reduction targets,funds and technical support.But deeply,the main difference is how to balance and fight their own benefits.By establishing the indexes of emission reduction pressure and motivation,the emission reduction attitude can be divided into four types,including promoters,bystanders,middle swingers and draggers,from three aspects of emissions reduction pressure,ability and policy position.The paper selects major developed countries and regions which greenhouse gas emissions is large,and analyses their attitudes to put forward some carbon emission reduction countermeasures as reference for developing countries such as China.
