社区在发挥城市扶贫作用中的困境及其原因

随着科技发展与经济全球化,世界范围内的贫困现象已经越来越凸显为严峻的社会问题。针对城市下岗失业等新贫困群体的数量日益增加、规模日益扩大、城市贫困日益严重的社会现象,从社区就业、社区保障等相关概念入手,阐述社区在城市扶贫中能够发挥的作用和社区在发挥扶贫作用中所遇到的困境,分析产生困境的原因,希望引起有关部门的重视并提出切实可行的策略,以维护城市贫困群体的生存权和发展权,同时为城市扶贫和社区建设提供新视角。

Plight and Reasons of Community in Urban Poverty Reduction

Worldwide poverty has been increasingly highlighted as a serious social problem.The number of urban laid-off workers and new poverty group are increasing.This paper starts from related concepts of community employment and community support,explains the role and the plight of communities in urban poverty alleviation,analyzes the reasons to attract the attention of the relevant departments and put forward a practical strategy to safeguard the survival and development of the urban poor groups.
