| 摘 要： | 缺水问题已经成为制约我国经济社会发展的瓶颈因素之一。我国富水贫水并存、水资源危机加剧,存在立法理念陈旧、法制建设滞后、管理体制混乱、水权交易不公等法律困境。应当从水资源管理、水资源产权、水资源市场等方面,融入生态系统综合管理理念,实现水资源管理科学化、水资源产权明晰化和水资源市场规范化。

| Abstract: | Water shortage has become one of the bottleneck factors of China＇s socio-economic sustainable development.China＇s water-rich and water-poor are coexist,the water crisis intensifies,and there are many legal predicament such as legislative concept is obsolete,the building of the legal system lags behind,management system is chaotic,water rights trading is unfair and so on.We should integrate the concept of integrated ecosystem management,and achieve scientific management of water resources,water clarity of property rights and water market standardization from the management of water resources,water resources,property rights,water markets and other aspects. |
