宁波科技人才开发存在的问题及改进建议

宁波实施人才强市战略已经有十几年,已出台了一系列各类人才引进培养的政策和措施,因此科技人才集聚迅速,科技综合实力和竞争力都不断增强。但宁波的科技人才开发与管理中还存在不少问题。科技投入及其机制、科技人才观、科技人才流动机制是产生问题的主要原因,为此,要着力抓好＂三个转变＂,使科技人才开发再上一个台阶。
