| 摘 要： | ＢＯＴ是世界各国吸引私人资本投资于基础设施建设的常见方式，也是加快我国基础设施建设的必要途径，而我国ＢＯＴ投资的引进存在着许多不足。文章作者从正确把握政府角色的角度出发，旨在改善ＢＯＴ项目的投资环境，加快资金引进。
