欠发达县域经济增长因素决定及其发展方式转变研究——安徽省北部地区县域的经验分析

结合我国欠发达县域实际情况,通过扩展卢卡斯内生增长模型,构建欠发达县域生产函数并选取变量,运用安徽省北部地区16个县相关变量的面板数据,对欠发达县域的经济增长因素进行实证研究。结果表明：劳动力和产业结构对于欠发达县域经济的增长有着显著的正效应;固定资产投资、农业资源禀赋,以及人力资本投资虽然对欠发达县域经济的增长效应为正,但是这种效应比较小;而制度因素对于欠发达县域经济的增长在一定程度上起到了抑制作用。最后基于这些实证结论,并针对欠发达县域经济目前存在的主要问题,提出了欠发达县域经济如何转变经济发展方式,实现跨越式发展的若干政策建议。

Study on Decisive Growth Factors and Change of Economic Development Mode in Less-developed Counties --Based on an Empirical Analysis of Counties from the Northern Area in Anhui Province

This paper constructs the production function of less-developed county economy and selects variables based on the practical situation of less-developed counties in China and expanding Lucas endogenous growth model.Meanwhile this paper adopts the panel data of correlated variables of 16 counties in the northern area in Anhui province and analyzes the economic growth elements of less-development counties.The conclusions of the empirical research show that labor and industrial structure have a remarkable positive role on the economic development in less-developed counties;although fixed capital investments,agricultural resources endowment and investment in human capital have a positive effect on local economic development,the effect is limited;institutional factors in some degree have an inhibitory action on less-developed country economic growth.At last,we give some policy proposals on how to change the model of economic development and realize the striding developments of less-developed county economy based on the above empirical conclusions and the existing principal problems in less-developed counties.
