| 摘 要： | 政府采购的基础理论是其制度设计的基石，本文运用政府采购相关知识从三个层次透析：宏观基础理论，它包括理性经济人假设理论、再分配制度的干预理论、控权理论；中观基础理论，它是具有引领政府采购程序的基本原则和基本制度；微观基础理论，即关于政府采购方式的划分理论。

| Abstract: | The basic theory of governmental procurement is the cornerstone of the system design.this paper dialysis from the three levels with relevant knowledge about governmental procurement : the macro theory,which includes the hypothesis to rational economic man、redistribution system intervention theory、control theory;medium theory,which are the basic principles and the basic systems that can lead the government procurement program;microcosmic foundation theory,namely about Government Procurement Division theory. |
