我国渔村社区建设的必要性与主要问题分析

渔村社区是统筹城乡发展，改善渔村生产生活条件，提高渔民生活水平的重要措施；也是转变政府职能，强化渔村公共服务的重要手段；还是深化渔民自治、完善渔村社区管理服务功能的重要载体。因此，渔村社区建设的必要性不言而喻。然而，渔村社区建设却面临渔村产业结果不合理、渔村基础设施薄弱等经济问题，面临着劳动力剩余、增收困难、权益保障等渔民问题和认识不到位、管理体制不顺等渔村社区管理问题。解决渔村、渔民和社区管理三个方面问题的根本途径就是城乡一体化。

Analysis of the necessity and the major problems of the construction of fishing village community

Fishing village community is an important measure to balance urban and rural development, improve production and living conditions of the fishing village and perfect the living standard of fishermen; important method to transform government functions and strengthen village public service; ~nd important carrier to deepen fisherfolk self-governing and improve management service function of fishing village community. Therefore, the necessity of fishing village community construction is understood. However, the fishing village community construction is facing the unreasonable industrial structure, weak infrastructure and other economic problems, facing labor surplus, income increase difficulties, the lack of protection of the rights and interests of fisherfolk, inadequate understanding, unsmooth the management system and other management problems. Urban-rural integration is the fundamental way to solve the problems of fishing village, fisherfolk and community management.
