| 摘 要： | 发展海洋新兴产业对调整海洋产业结构、促进海洋产业转型、提高海洋经济竞争力有重要意义。通过对“十一五”期间海洋新兴产业增速情况的分析，描述了海洋新兴产业的发展现状，结合各海洋新兴产业的发展中存在问题，归纳出各海洋新兴产业所处的发展阶段。从科学系统规划新兴产业、培养科技人才促进科技创新、可持续发展和着力发展海洋战略性新兴产业四个方面提出了加快海洋新兴产业的发展对策。

| Abstract: | The development of marine emerging industries is of great importance to optimize industrial structure and increase competitive capacity of the industry. The development of marine emerging industries during Eleventh Five-Year Plan was analyzed. Current status of marine emerging industries was described, and development stages that each marine emerging industry locates in were differentiated based on the above analysis. Strategies to promote marine emerging industries were suggested from reinforcing top-level design, more talented technical employee, concept of sustainable development and strategic marine emerging industries. |
