新常态下促进国家开发区转型升级的对策建议

国家经济技术开发区历经30多年的发展，已逐渐成为我国区域经济发展中的重要载体，充分发挥了重要的窗口、示范和辐射带动作用。当前，我国经济增速放缓，从高速转向中高速增长；增长动力转换，从要素投资驱动转向创新驱动。国家开发区传统的发展理念、产业战略和管理模式已逐渐不适应新时期的要求，面临着创新发展、转型升级的急迫需求和重大挑战。通过总结知名工业开发区与科技园区的转型升级和创新发展的经验，本文针对性地提出了国家开发区创新发展和转型升级的有效路径。

Countermeasures and suggestions on promoting the transformation and upgrading of the National Development Zone under the new normal

After more than 30 years of development, the National Economic and Technological Development Zone has gradually become an important carrier of China's regional economic development, and has played an important role in the development of windows, demonstration and radiation. At present, China's economic development has entered a new normal, economic growth slowed, from high-speed to medium-speed growth; growth momentum conversion, from the elements of investment driven to innovation driven. The traditional development concept, industry strategy and management model of the National Development Zone have gradually not adapted to the requirements of the new era, facing the urgent needs of innovation and development,transformation and upgrading, and major challenges. In this paper, through summing up innovation and development experience of the domestic and foreign famous industrial development zone and the technology park, the paper put forward the effective path of innovation development and transformation of the National Development Zone.
