摘要：	辽宁烟草行业专卖基层组织建设经历了三个阶段,即专卖经营合一阶段、职能转变阶段、强化专卖职能阶段。目前已进入强化专卖职能阶段,这一阶段的核心工作是以信息化作为专卖基层组织建设的重要支撑,通过大胆引入信息化模式,全面提高基层专卖组织的工作效能,切实推动县级局职能建设工作再上新水平。
