| 摘 要： | 今年2月9日《国家中长期科学和技术发展规划纲要（2006--2020年）》正式对外公布，中共中央、国务院同时发布实施这一规划纲要的决定。中央确定全面实施《纲要》，经过15年努力，到2020年使我国进入创新型国家行列。为确保《纲要》顺利实施，国务院随后出台了切实可行、操作性强的，关于实施〈国家中长期科学和技术发展规划纲要〉的若干配套政策》。
