| 摘 要： | "三农问题"的核心是农民问题,农民问题的重中之重则是收入问题。影响我国农民增收的原因包括内层体制不活,外部环境不畅,农民自身素质不高。因此应切实加大对农业的支持和保护力度,积极推进农业产业化进程,努力抓好农村劳动力转移。

| Abstract: | The＂three agricultural problems＂ is the core of the issue for peasants and top priority for them is income. Impact income reasons include inflexible inner system,the poor external environment and peasant quality. Therefore,agriculture support and protection Should be effectively increased and promotion of agricultural industrialization,transfer of rural labor force should be done well. |
