基于灰靶理论改进算法的技术贡献度评估

摘    要:针对基于灰靶理论的技术贡献度算法的缺点,提出一种基于定量和定性分析相结合的改进算法,计算航天型号工程关键技术贡献值(TechnologyContributionValue,TCV)。首先,根据航天型号工程关键技术的设计要求计算靶心度,解决了任选同类系统作为参考体系给技术贡献度计算带来的不确定影响。然后,结合对关键技术的定性分析,进一步提高定量计算技术贡献度的准确性,使得最终计算的结果能够客观地反应各项关键技术在航天型号工程中的重要程度。该方法可用于航天装备体系的技术发展规划,为航天装备体系的发展决策和研制提供技术支持。

Abstract:In view of the shortcoming in Technology Contribution Degree assessment based on the grey target theory, an improved method assesses the Technology Contribution Value (TCV) of aerospace engineering project by combining the qualitative and quantitative approaches. Firstly according to the design and requirements of aerospace engineering project, this method analysis the grey target degree and solves the uncertainty problem which comes from the uncertain sequence of selected similar reference systems. Then combining with the qualitative analysis, this method improves the quantitative accuracy of Technology Contribution Degree, and the final result can objectively show the contribution degree of critical technologies in the aerospace engineering project. This method can be applied in creating the technology planning rules, supporting development and decision - making for aerospace equipment system
