摘    要:通过对海洋功能区划评价相关理论的基础研究,采用问卷调查以及因子分析方法建立了包括执行力、协调性、有效性、参与性、经济性和环境性6个一级指标和21个二级指标评价体系,构建了海洋功能区划实施评价模型,通过层次分析法得出评价模型各指标的权重系数,采用几何平均法计算出最后的评价值,并将其分为5个等级,从模型得出的权重系数可以看出,海洋功能区划的有效性,相关职能部门的执行效力,以及实施后对当地经济的贡献是该模型最重要的三个评价标准。以山东省为例,其评价结果综合得分为0.753,说明山东省海洋区划实施情况等级为良好,但还有一些方面实施不到位,未能进入优秀级别。

Constructing evaluation model and empirical research for implementation of marine functional zoning
Abstract:Based on the evaluation of the marine function zoning theory, the evaluation system with six-level indicators and twenty-one secondary indicators is established through questionnaires and analysis factors, which includes the executive power, coordination, effectiveness, participation, economy and environment. Then, expert analysis, interviews, AHP and the geometric mean method are used to calculate the index weight, the final evaluation values were calculated by using the geometric averaging method and divided into 5 grades, and the evaluation model for Implementation of Marine Functional Zoning is constructed, derived from the model can be seen, the effectiveness of the division of marine functional zonation, the effectiveness of the implementation of the relevant departments, and the contribution to the local economy is the most important three evaluation criteria. Moreover, the marine function zoning evaluation in Shandong Province as an example of the model shows that the comprehensive score of the evaluation results was 0.753, the implementation of marine functional zoning is good, but there are some aspects of the implementation of the adverse, failed to enter the top level.
