长江经济带绿色发展水平测度及影响因素研究——来自2006-2017年110个地级市的证据

在构建长江经济带绿色发展水平评价体系基础上,基于2006-2017年110个地级市数据,采用层次分析法、灰色关联法进行分析,并探究影响长江经济带绿色发展的关键因素。研究表明,长江经济带绿色发展水平总体向好,但存在水平的时空差异,呈现出下游优于中游、中游优于上游趋势。进一步研究发现,对外开放对长江经济带绿色发展水平提升的贡献率高,提升潜力大;经济发展水平、政府干预和城镇化均能促进长江经济带绿色发展水平提升;产业集聚则会对长江经济带绿色发展产生抑制作用。这些研究结果的政策启示为:加大财政支出,扩大对外开放,优化城市规模,加强地区间绿色发展合作等。

Measurement and Factors of the Green Development Level in the Yangtze River Economic Zone: Evidence from 110 Prefecture-level Cities from 2006 to 2017

After on the panel data of based 110 prefecture-level cities in this economic zone from 2006 to 2017, an evaluation system for the green development level of the Yangtze River Economic Zone has been constructed, this paper adopts analytic hierarchy process and grey correlation method to measure the level of green development and also analyzes the factors that affect the development.Studies have shown that the level of green development in the Yangtze River Economic Zone goes well,but there are still spatial temporal differences. The level of opening-up gives a high contribution rate to the improvement of green development level, and the improvement potential is great. The level of economic development, government intervention and urbanization promote the improvement of green development. Industrial agglomeration has an inhibitory effect. Based on the results above, this paper proposes policy measures towards improving the level of green development in the Yangtze River Economic Zone including increasing financial expenditure, keeping opening-up policy, optimizing the scale of cities, and enhancing cooperation on green development between regions, etc.
