农村集体经营性建设用地入市对城市土地利用效率的影响

摘    要:研究目的:探究农村集体经营性建设用地入市对城市土地利用效率的影响,拓展对入市改革效应的认知视野,为凝聚改革共识和完善改革举措提供学理支撑。研究方法:基于2006—2020年333个县级市面板数据,采用双重差分法估计并进行异质性分析。研究结果:农村集体经营性建设用地入市对城市土地利用效率具有提升作用,且具有较强的稳健性;农村集体经营性建设用地入市对城市土地利用效率的影响存在基于区域、规模和自然资源禀赋的城市间异质性,在位于中东部地区、规模大的和资源型城市中不显著。研究结论:在稳慎推进农村集体经营性建设用地入市改革的同时,地方政府应基于全局思维科学系统地预判和评估入市的影响,把握改革在土地利用维度产生的红利由城乡共享的契机,有效发挥农地入市对提升城市土地利用效率的协同互补和竞争倒逼机制,加快转变土地依赖型的发展模式。

Abstract:The purpose of this paper is to expand the cognitive horizon of the reform effects by investigating the impact of rural construction land marketization on urban land use efficiency, to provide the academic support for building reform consensus and improving reform initiatives. The research method of difference-in-differences model the heterogeneity analysis are used based on the panel data of 333 county-level cities from 2006 to 2020. The results show that the rural construction land marketization improves the efficiency of urban land use, and the effect is robust. The effects are heterogeneous across cities divided by location, scale and natural resource endowment, which are less significant in the cities located in eastern and central regions, large-scale cities and resource cities. Therefore, while maintaining a prudent attitude toward rural construction land marketization, local governments should scientifically and systematically judge and evaluate the local impact of the reform, grasp the opportunity that the benefits generated by the reform in the land use dimension are shared by urban and rural areas, effectively deploy the synergistic complementary and competitive push mechanism of the reform to improve the urban land use efficiency, and to accelerate the transformation of the land-dependent development model.
