城市应急管理中社区参与研究

近些年来,我国处于全球化、现代化、体制转型等问题交织并发的历史节点,各种突发性公共事件如罕见的传染性疾病、自然灾害、群体性事件在我国频频发生。经受了＂非典＂事件的沉痛打击后,我国各级政府和学者对应急管理更加重视了。我国在应对危机的过程中,虽然取得了不小的成就,但也存在很多问题。其中,以城市应急管理过程中社区角色缺位、社会功能发挥不足等问题最为严重。在城市应急管理过程中,由于社会力量的薄弱,政府投入较大,收效却一般。最为严重的是,由于缺乏强大社区的有效组织,作为危害受体的社会公众,承受着相当巨大的生命和财产损失。研究城市应急管理中社区参与这一问题,有一定的理论和现实意义。

A Study on Community Participation in City Emergency Management

In recent years,China has been in the historical junction in the face of challenges derived from globalization,modernization,and institutional restructuring.Various unexpected public events such as unusual infectious diseases,natural disasters,mass incidents occur frequently in China.After the heavily society attack caused by SARS,the government and scholars pay more attention to emergency management.In dealing with the crises,in spite of whatever we have achieved,there exist still many problems.Among these problems,the omission of community function in the city emergency management stays the most serious.Due to the weakness of social forces,Chinese government input a lot,but got a little.In the emergency management,the public may bear huge loss of life or property as well.Firstly,the study will analyze the reason why community should participate in the city emergency management;Secondly,the study will analyze current unbalanced function between government and community in city emergency management;Finally,the study will be designed to proposes countermeasures.
