专业化旅游城市的发展历程与动力机制——以三亚市为例

对三亚市这一典型的专业化旅游城市自1988年以来的发展历程进行了梳理和阶段划分;并尝试着从国家与市场共生演化的视角对其动力机制作出了理论解释。研究表明:资源禀赋结构、国家战略与政府能力影响了三亚市初始发展道路的选择;市场化、官员激励转轨共同导致了近年来房地产业的"非常规"发展及其对专业化旅游城市定位的挑战与偏离。最后基于"国际旅游岛"建设的背景,对三亚市作为一个专业化旅游城市的可持续发展进行了讨论。

The Development Process and Driving Mechanism of Specialized Tourist City A Case Study of Sanya,China

This article analyzes the development process of Sanya as a typical specialized tourist city since 1988 and divides its de velopment process into 5 different stages diachronically; and then explains theoretically the driving mechanism of its development and evolution from a state-market co-evolution perspective. It has been demonstrated that resource endowment structure, state strategy, and government capacity influence the initial choice of Sanya＇s development approach; while marketization and the tran- sition of incentives to local governmental officials gaw,, rise to the abnormal development of the real estate industry in recenl years and its challenge and deviation to the city＇s positioning as a specialized tourist city. The sustainable dcvelopments of Sanya as a specialized tourist city under the context of constructing Hainan as an International Tourism Island are also discused.
