南方集体林区产权改革影响因素及其对策研究——以浙江省龙游县溪口村为例

从介绍南方集体林区产权改革背景出发,选取龙游县溪口村作为案例点,通过参与式诊断和设计,对当地集体林区产权改革效果和过程进行分析,并利用因子分析得出影响集体林区产权改革的诸多因素:包括宏观上的国家社会经济制度、宏观背景的变化因素以及微观上的农户林业生产、自身素质以及林地经营意愿因素。针对这些因素,提出了完善林业法律体系,规范政府行为;引导农户合作经营,实现规模效应和规范管理山林流转,突出配套服务等对策。

The Study on Impart Factors of Southern Collective Forest Tenure and Policies——The case study for Xikou country

This paper introduced the background of the property right reform in southern collective forest,then chose the Xikou village in Longyou country for case study and analyzed the effect and process of Xikou's property right reform using the participating survey,it used the factor analysis to get the impart factors for property right reform in southern collective forest,including national social economic system;background change;farmers' forest production;farmers'qualities and aspiration of forest management.According these factors,this paper gave some advices.
