论洪水保险的政府介入

本文从经济学的公共品理论出发分析,认为洪水保险是一种＂准公共物品＂,在此基础上,阐述了我国政府介入洪水保险的必要性,认为政府应当在法律法规的制定实施、基本理论的研究、洪水保障基金的建立、税收优惠政策制定、洪水保险宣传和普及等方面对洪水保险进行介入,以确保我国洪水保险的顺利开展。
