| 摘 要： | 科学发展观是以科学的思想、科学的态度、科学的方法、科学的行动和历史的使命感、责任感去制定和实现发展的目标和任务、分析和解决发展中的问题与矛盾、理解和看待发展中的成功与失败；科学发展观是我国各项事业朝着正确方向发展的思想保证，是我国各项事业的指路明灯，更是我国教育事业的指路明灯。优先发展教育，建设人力资源强国，是我们党把马克思列宁主义、毛泽东思想运用到中国的现代化建设和发展中的科学举措，是科学发展观的具体体现。

| Abstract: | scientific development concept has scientific thinking, attitude, methods and historical action and responsibility. It is to develop and achieve development goals and tasks, analyze and solve the problems and contradictions in the development, understand and treat the successes and failures of the development. Scientific development concept is the beacon of China＇s various undertakings in the right direction for the development, the beacon of China＇s educational undertakings. Giving priority to developing education and constructing a power of human resources are the science initiatives of the application of our party＇s Marxism-Leninism, Mao Zedong Thought to China＇s modernization construction and development. It is a concrete manifestation of the scientific development concept. |
