国家应急管理体制建设:挑战与重构

当前,我国突发公共事件应急管理体制建设已经进入了一个新的发展阶段。根据国家应急预案制定修订和《突发事件与紧急状态处置法》立法的最新进展,结合国外应急管理的先进经验,分析国家应急管理体制面临的四个困境,进而提出解决问题的基本原则,在此基础上规划了我国国家应急管理体制建设的发展思路,旨在为国家应急管理体制建设提供参考框架和战略设计。

Emergency Responding System in China: Challenge and Reconstruction

The current emergency responding system has entered a new developmental stage in China. With the key institutional changes taking places in China, the performance of the Chinese government emergency response has been curtailed by the conflicting interest within its bureaucracy. This does not only requires a re-evaluation on the role of the government response system during the crisis life-circle, but it involve assessments on the development of a cross-sectoral, vertical-controlled and public-partnership collaboration, in order to provide comprehensive, integrated solutions. By understanding the dilemmas of the emergency management in the transitioning China, we aim to expand our learning capacity and ultimately improve upon the Chinese government performance on emergency management.
