政策性金融演化的国际潮流及中国面临的抉择

政策性金融是国家经济发展的长期工具。20世纪90年代以后,在世界范围内,政策性金融的发展呈现出一种多样化的状态,其中确实存在政策性银行商业化改革的潮流;但这种潮流只是政策性金融发展的一个局部特征,而不是整体特征,不宜泛化,尤其不宜直接照搬到政策性金融尚未经历过较充分发展的后发经济体——中国身上来。我们需要理智地借鉴政策性金融改革的国际经验,避免误导政策性金融体系的改革与发展;不能只见树木,不见森林,片面强调政策性金融机构的负面影响,更不能将此作为确定政策性金融改革路径的主要因素与考量依据。要从战略与长远的角度看待中国的政策性金融改革,积极建设、合理发展,发挥政策性金融之利,遏制政策性金融之弊,抓住战略机遇期,促进社会资源的优化配置和社会进步。
