我国文化产业公共财政投入的绩效分析与对策选择

公共财政投入是文化产业可持续发展的基础。对2005—2010年我国31个省、市、自治区相关数据的随机效应模型(RE)计量分析结果显示:各类文化事业费支出对文化产业增加值都有显著影响,但贡献度差异很大。造成这一结果的原因在于我国文化产业公共财政投入的结构失衡,表现在总量结构不均衡、项目结构不均衡和区域、城乡结构不均衡三方面。要从优化财政投入结构、创新公共财政投入模式和建立有效评价机制等方面提高文化产业公共财政投入的绩效。

Research on the Performance of Fiscal Support in Chinese Culture Industry and Countermeasures

The input of public finance is the basis for the sustainable development of cultural industry.This paper employed relevant economy data from 31 provinces,municipalities and autonomous region as panel data to make a metric economic analysis from 2005 to 2010,it shows that all kinds of cultural expenditure value has a significant impact on the growth of cultural industries,but the contribution of the difference is very big.The reason of this result is that public investment structure imbalance in China＇s cultural industry,the total structure is not balanced,the project structure is not balanced and regional,urban and rural structure is not balanced in three aspects.Hand from the optimization of fiscal input,innovation of public financial investment pattern and the establishment of an effective evaluation mechanism to improve the performance of cultural industry of public financial investment.
